I'm not sure what they meant by "illegal" but from what I've found "ELPs, specified low-power devices, WLAN, etc… are license-exempt." according to the Japan Radio Law (source: https://www.jqa.jp/english/safety/file/guide_radio.pdf). So you definitely do not need a license to use a WiFi device.
