That is the vbatt position;  you will only get 5v for usb (other) if the battery is plugged in.  The jumper determines where the 5v is coming from for the bus(s) and for usb.  If the jumper is in the DCIN position (its marked right on the board) then the 5v for usb comes from the DCIN connection.  If the jumper is in vbatt position (as marked in your photo) the 5v comes from a step-up  &regulator derived from the lipo battery .
