yes, it is.

... The base img (kernel 102bsp) boots to a CLI; you can access the serial console, or you can signon via hdmi terminal (cursorless fbcon), or you can ssh into the unit.

The base image is small, and its fast. It has a couple of glitches you should be aware of... its blue tooth is active by default and it often loops on bootup... I had to disable my bluetooth modules, & startup scripts. Also, if the ethernet is not plugged in the bootup can loop, or wait for an incredibly long time ... once I got the wifi running I disabled the ethernet (made it manual in /etc/network/interfaces). And, depending on your hdmi monitor, sometimes the bootup to hdmi will also loop... if you have a modern 1080p60 LED hdmi monitor it should work fine.

You can add what you wish to the base img, and it never needs a gui if you don't want it.
