But page 50 of the RK3399 datasheet says that TCPD_VBUS_SOURCE2 (PCIE_PWR on the RockPro64 schematic) does have an internal pull-down resistor, so the R89538 resistor wasn't necessary in the first place, if the EN input of the TCS4484B really is a base of an internal N-P-N transistor whose emitter is grounded.
