bluez was already installed to latest version, but the service needed to be started.   Once I did that, hcitool no longer complained.

Will I need to start the service manually after each boot?  If yes, is there a way to make that automatic?

Enable = run the service at boot
Start = run the service once
Enable --now = run the service at boot and run it now
