Aren't IMEI's only available if there is a SIM slot?

Probably no one will tell you here because, as I understand it, changing the IMEI is illegal.

If the phone works, why change it. If the IMEI is blocked then the phone is probably stolen... Just return it and buy your own.

For the privacy reasons. IMEI is a perfect way to track a person, even w/o having access to the service provider's system.

Is your Android install rooted? There's an Xposed modules "IMEI Changer" that can do this.
