That is Debian, how about RemixOS?
I tried TL-WN823N on new image Remix OS 2.0 Image Release 20170105. It is not working...
Any other USB wifi been working on Remix OS?
I don't think that Wifi dongles do work with Android.

Currently my Android (6 and 7) builds doesn't support any wifi dongles
When will the support for usb wifi be implemented?

There already is. What chip does the wifi dongle you wish to use have ? I remember successfully getting a realtek wifi dongle to work many moons ago.
