i was unaware the hls worked very well on any client , except for perhaps on an android chrome plugin (maybe) that was not on an apple o/s. what combinations of o/s & hardware have you used to successfully play hls that are not apple o/s related?
as far as vlc most of the time it takes some experimentation with the bitstream selection based what your isp bandwidth is. and it's best to start with a medium bitstream and work up or down as needed.

I played HLS video on RK3229 Nougat, a processor also from Rockchip that is even slower than RK3328 and in Chrome browser and VLC Media app, HLS streams play perfect without any stuttering.
So the problem must be with outdated Android software used on Rock64.
