The A64 SoC has hardware acceleration for the decoding and encoding audio/video.
Rosimildo Silva created a proof of concept example that can encode the video from a webcam into a H264-compressed video file.
His attempt uses binary blobs, is in alpha state and has been tested on the H3 SoC.
