I would like to know if Pine64 could run an Android like Remix OS  with a nice desktop ?

Remix OS is being brought to the Pine, yes. It was announced in kickstarter update #18.

The Chinese New Year break almost over (still one more week), we will resume back the collaboration with Remix on this week.

Does Remix OS, or Android for PINE64 will provide API like IOIO-OTG in Android JAVA to use GPIO ?
As an Arduino (but in C++), IOIO-OTG provides library in Android Java to use I/O  : https://github.com/ytai/ioio/wiki/Digital-IO
It's easy to use them in Android application for building a robot.
