Is it going to be possible to stream 1080p Netlfix on Pine64 on any OS? Don't mind if it's Linux, Android or Remix OS.

This depends on the resolution format that Netflix server provided and we don't have the control over it. Send a request to Netflix tech support and demand them to do so.

Would running IE on Ubuntu with the accelerated driver work? I really would prefer Linux to Android.

Netflix HD on this box will never happen.

In a nutshell, it is a decision that depends on whether the hardware is certified. 

I suppose that people might find some way to circumvent the restriction.
Contacting Netflix could help as well.
