I'd argue that it's not that common of a problem as this is the first time I've heard from anyone about it.

Regardless, I have significantly increased the connections per IP limit, and you should be able to connect via irccloud now.

And today I discovered that Anope Services has its own max user-per-IP setting...

That too has been increased now.

That might be the case, but it doesn't solve one of the major issues one would use a service like irc cloud for, which is continuous presence across devices... although for that I used to use a ssh tunnel into a pine64 I left permanently logged into IRC, and later I instead used weechat as a IRC relay. But hexchat is a simple and light option, available for most OSs and architectures. As far as use case the digitaldaz hinted at, best fix would be to reinstate the web IRC chat, but I don't see that happening as it was already falling apart before the transition to the cluster.

I think the certificate problems with IRC may have reoccured.

My GUI client just says "no" but connecting with a terminal one gives a fairly clear summary
