Can't see why not. Use an external WiFi adaptor and follow instructions out there for a tor access point.

Use internal WiFi to connect to your network and then have it broadcast your tor WiFi using hostap and like an atheros or compatible USB adaptor. I have successfully used ralink chipsets in the past.

I built one on RPI about a year ago.

But that's just one use. If you can get tor to compile and all networking side of things to play nice, you should be able to setup an exit node or a hidden service.

Edit: I found information that should be able to be adapted for the pine64.
