Plasma Mobile CE Pinephone - battery not fully charging

I got a reply from Pine64 support and they asked me to try Mobian, so I did and it charged to 99%.  But three other distros I tried all charged to mid 80s only: 
Plasma Mobile, PostmarketOS, and Manjaro Lomiri.
I had notice the same thing my pinephone, but then I remembered My note 8 does the same thing. If you are on a stock rom without root on most us variants it will show 100% but once you root you see that it's really at 80%. Before I rooted it, it showed 100% but when I rooted it i lost the ability to go the additional 20%. After some digging I'm positive it's to prevent overheating which can cause fires..
