It works in the UK and I have heard of it working in most European countries. Cant think of any reason why it wouldn't work in Norway.

Phones are made to work worldwide, there are standards for it (unless you're in America, since they apparently have different standards at some companies).
The real issue is rather whether your current ISP is willing to make it work or not, and from my own experience there's no way of knowing until you get a subscription somewhere and just hope it'll work.
