Is it possible to obtain the raw data from the GNSS chip? I need it for precise positioning with external software like RTKLIB.

So far as I can see there's no way to get raw data, just NMEA, so you're out of luck for RTK. Having said that I doubt the antenna is good enough to get a good result with RTKLIB even if you could get the raw data. The difficulty getting first fix suggests the signal to noise ratio is as bad as or worse than that with the OpenMoko internal antenna, which in my experience was never good enough to get a good result with RTKLIB. It did at least have a socket for an external antenna, and with a decent one RTKLIB worked. The PinePhone doesn't have this option, so you're doubly out of luck.
